System administrators can turn on notifications for specific developments for specific users. This can be done by:
Going into Admin > Developments. Once in this page, select your chosen development you wish your user(s) to be notified of.
Inside this development, you can then scroll down and click the "Notification" tab
Click the drop-down to add your chosen user, then click the green "Add" button to the right of this drop-down. Repeat this for as many users as you wish to add to the development.
You can then either tick individual checkboxes to allocate specific notifications, or you can tick the "All" box to allocate any and all notifications to the user.
If you ever need to stop a user's notifications for a development, you can either uncheck the specific notification or click the red rubbish bin icon on the far-right to delete the user out of that development's notifications entirely. You can always re-add a user back to the development as and when you please.
